After working in China for more than three years, I have deeply realized that the reform of the scientific and technological system is making comprehensive efforts and continuous breakthroughs, and the scientific and technological policies focus on self-reliance and self-improvement, promoting a significant improvement in the overall efficiency of the national innovation system.
Aiming at the cutting-edge issue of insulin release, our research team has cooperated with different departments and affiliated hospitals to successfully develop long-term intelligent insulin, which can improve the medication experience of diabetes patients. We believe that the value of technological system reform lies in breaking down barriers that hinder innovation. For example, with the continuous improvement of performance evaluation and talent recruitment systems, the hero theory of innovative value and transformation efficiency has gradually become a consensus, inspiring more and more researchers to devote themselves to scientific research and focus on long-term, high impact original research.
Today in universities, the atmosphere of strengthening the construction of basic disciplines, emerging disciplines, and interdisciplinary fields is becoming increasingly strong, promoting the continuous improvement of the quality of innovation at the source; The awareness of meeting national, industrial, and clinical needs is becoming increasingly strong, and the effectiveness of transforming innovative achievements is further improved. Chongqing High tech Zone resolutely implements the requirements of national science and technology policies, continuously optimizes and improves the implementation and execution mechanism. For example, developing service measures for different innovative entities and expanding service coverage; Launched the "Enterprise Innovation Credit Points Loan" to provide credit loans of over 100 million yuan to more than 30 enterprises, solving the funding problem; Implement the "New Phoenix Talent" plan and accelerate the gathering of young talents; Build a collaborative innovation model between government, industry, academia, and research institutions to improve research and development output and technology conversion rates. Enterprises that directly face and serve the market have a natural advantage in promoting the transformation of technological achievements into productivity. Optimizing the supply of science and technology policies, highlighting the dominant position of enterprises in scientific and technological innovation, is conducive to further opening up the channel for the close integration of science and technology with the economy.
Whether it is front-end scientific research, intermediate technical services, or end-to-end product applications, enterprises can make great achievements. Taking Shenzhen, Guangdong as an example, over 90% of R&D institutions are established in enterprises, over 90% of R&D personnel are concentrated in enterprises, over 90% of R&D funds come from enterprises, and over 90% of major technology project invention patents come from leading enterprises. By stimulating the innovation drive of enterprises and guiding them to cultivate innovation capabilities, enterprises can play a more critical role in technology decision-making, research and development investment, and achievement transformation.
The key to promoting the integration of innovation and industrial chains is to establish the position of enterprises as the main body of innovation. On the one hand, promoting the aggregation of innovative elements to enterprises, and encouraging enterprises to actively engage in technological innovation, management innovation, and business model innovation; On the other hand, we should leverage the role of enterprise problem setters and accelerate the construction of an innovation consortium led by leading enterprises, supported by universities and institutions, and coordinated by various innovation entities.
